This paper examines how resilience was operationalised in Nepal after the 2015 earthquake, focusing specifically on housing, reconstruction and governance. Appling a mixed method approach, the authors conducted policy analysis on two major recovery and reconstruction policy documents, in addition to extensive fieldwork in Nepal. Results demonstrated many contradictions between resilience-based policies and practice. The reconstruction process was characterised by low level community participation and lack of response to gender inequality and social exclusion.
