Though early warning systems for identifying risk of violent conflict now play a crucial role on an international scale, this paper identifies that gender remains mostly absent from both pre-conflict strategies and exercises, as well as early warning systems and conflict response. As a result of this, this paper provides an initial framework to ‘engender’ early warning systems, in addition to identifying gender-sensitive indicators to be used for analysis of potential instability, particularly at grassroot level.
